Rudy was born and raised in Nogales, Arizona.  He has lived in Santa Cruz County all his life. He graduated from Nogales High School in 1979.  He received his Associates of Arts Degree from Pima Community College; a Bachelors of Science from the University of Arizona; a Masters in Counseling from the University of Phoenix; completed an Administrative Certification program at the University of Northern Arizona, and has attended the Hogan Real Estate School.

Rudy is married and has one son.  His wife, Joan Molera, is the Principal at Desert Shadows Middle School.  Their son, Jacob, is 6 years old and attends Bracker Elementary School.

Rudy worked at Nogales High School for 16 years as a counselor, teacher, and coach.  Prior to his role as Supervisor, he assumed the role of Project Manager for Alleare, LLC Construction firm.  He facilitated the building of affordable housing for community residents.

Rudy has continually contributed to the community.  He has helped develop kids in sports and clubs which impact generations to come.  He has also served on the Board of the Nogales/Santa Cruz County Chamber of Commerce.  He organized a Thanksgiving dinner for needy families.

He plans to incorporate what he has learned through his previous work and volunteer experiences in order to better serve the community in his current role.
