 Animal Control: Protection and Disposition of Dogs

Santa Cruz County.
The purpose of this amended ordinance is to preserve and secure the health, safety and general welfare of the public and for the protection and disposition of dogs subject to unhealthful or dangerous conditions or circumstances.

Definitions.
At large: means being neither confined by an enclosure nor physically restrained by a leash.

Owner: means any person owning, keeping, possessing, harboring, or maintaining a dog within Santa Cruz County.

Dogs At Large Prohibited, Exceptions.
The owner or person having control of a dog shall at all times keep such dog from being at large upon the public streets, sidewalks, alleys or other public property, unless such dog is restrained by leash, chain rope or cord of not more than six feet in length and of sufficient strength to control the action of said dog.

It shall be unlawful for any dog owned, possessed, harbored, kept or maintained to be at large upon the private property of any person including that of the owner. Confinement shall be accomplished by means of a fence or similar enclosure of sufficient strength and height to prevent the dog from escaping therefrom, or inside a house or other building, or by being secured to a leash, rope, or chain of not less than ten (10) feet in length which is fastened or picketed in such a manner so as not to injure the dog and so as to keep the dog exclusively on the premise.

Dogs may be at large:

1. While participating in field trials, recognized kennel club events, obedience classes

2. While assisting their owner or trainer in legal hunting or controlling livestock

3. While assisting a peace officer engaged in law enforcement duties

4. Guide or service dogs while assisting the legally blind, visually impaired, the deaf and auditorily impaired or the physically handicapped

5. Upon the premises of the owner of the dog if said property consists of 36 or more contiguous acres or if les than 36 contiguous acres if the dog is accompanied by and under the control of the owner

Provided however that neither a female dog during her mating or breeding season nor a vicious dog (as defined by A.R.S. §11-1001(16)), shall be permitted at large. No dog shall be permitted at large in a rabies quarantine area.
